Tang Xiaoyang, a resident scholar and the deputy director of the Carnegie–Tsinghua Center for Global Policy and an associate professor in the Department of International Relations at Tsinghua University, gave an exclusive interview to "Eurasia Diary" on a various issues, including China-USA relations in the forthcoming Trump presidency.
Eurasia Diary: Recently, Trump had a phone conversation with Taiwanese President Tsang Ing-Wen that angered China. Please tell me your viewpoint on this.
Tang Xiaoyang: As China's Foreign Minister said, Trump's Taiwan Call was just 'A Small Trick' by Taiwan. I believe it's somebody within Trump's team arranged this call. Trump himself was not yet aware the consequence and significance of such a call. When he swears in the office, the White House team will be much more strict and cautious. Thus this call does not bear any importance policy significance.
Eurasia Diary: Trump criticized China in Twitter for its monetary policy and operations in South China Sea. What do you think about it?
Tang Xiaoyang: It's a continuation of his campaign language. As commentators find, Trump is still campaigning, not only against China, but against media, Hilary and many other things. Since he is not yet in the White House, he has the freedom to do so. But after January 20, his attitude will come official. Then I believe he will have to change his current manner.
Eurasia Diary: According to recent news, China, Russia, Turkey and Iran are going to refuse from USA dollar. In your opinion, why China joined to this?
Tang Xiaoyang: China has been trying to get rid of the dependence on dollars for years, as the dependence gives US many benefits and privilege in the current international system. RMB has gained much progress in its way of becoming an international currency, but I don't think the independence from USD can be achieved through such a small circle.
Eurasia Diary: From your viewpoint, how US-China relations will continue during Trump presidency?
Tang Xiaoyang: There will be lots of unpredictability. However, Trump is a pragmatic businessman and China highly evaluates pragmatism in its last four-decade market reform era. Therefore I expect more pragmatic mutual beneficial cooperation between the two countries.
Eurasia Diary: In your opinion, which role Russia will play in US-China relations?
Tang Xiaoyang: Russia will continue being a main player in security issues. If Trump can reduce tension with Russia, the trilateral power relationship may become quiet and stable.
