According to him, the complete withdrawal of the Russian army from the territory of Azerbaijan was reflected in the joint statement signed at the end of 2020:

Because they are in the process, reality, events. They came out of reality and realized that the Russian army had no business left there. There is historical justice and international law. The departure of Russian peacekeepers from Azerbaijan can be considered our next victory after the Second Karabakh War, including ending separatism in Karabakh.
It should be note that the Russian peacekeeping contingent was temporarily deployed in Karabakh after the tripartite declaration signed between the leaders of Azerbaijan, Russia, and Armenia on November 10, 2020.
