Armenian Foreign Minister Ara Ayvazyan has yesterday met with the leaders of the so-called regime. The Azerbaijani Ministry of Foreign Affairs has severely condemned this step in its turn.  

Armenia's plan to organise this visit after the ceasefire statement raises serious questions, which casts a shadow over both the provisions of the statement and the process of resolving the conflict.

Eurasia Diary asked for the views of political scientist Rovshan Ibrahimov, a professor at the Hanukkah University of Regional Studies in South Korea, to explain Armenia's deconstructive position and steps taken after the war.

"Yesterday, the Azerbaijani Foreign Ministry issued a statement condemning the visit of the Armenian Foreign Minister. Of course, the visit of any person to the region without the consent of Azerbaijan is completely contrary to international norms and the laws of Azerbaijan, and in its turn, it has to be harshly responded. It does not depend on the transition period or the status quo. "

The political scientist stressed that with these steps, Armenia again demonstrates a destructive position.

"It means not reconciling with the current situation," he noted. In fact, this is a step taken more for the domestic public of Armenia, as there is a serious dissatisfaction in the Armenian society against the current government. Ara Ayvazyan's speeches and statements are also completely destructive and will not serve the rapprochement of Armenia and Azerbaijan. On the contrary, it will result in a strong reaction from Azerbaijan. "

Rovshan Ibrahimov said the visit did not correspond to the November 10 statement. He clarified that the statement did not provide any status.

"The Azerbaijani side has repeatedly stated at various levels that it is no longer possible to talk about any status. In general, there is no such thing as the "Nagorno-Karabakh Republic". It's just that the former separatist leaders, who are in a state of agony, are trying to do something in their own mind. A few days ago, their Security Council met in Armenia. The meeting was also attended by the president of the former so-called regime.

I think that the visit of the Armenian Foreign Minister took place after that. In general, according to previous traditions, the Armenian Foreign Minister would pay his first visit to Karabakh. But this time he did it after travelling to several different countries. Again, this is more of a populist step taken to form a positive public opinion, and a message to Azerbaijan that nothing is over, that the situation continues. But I think these are no more than trivial efforts. "

Former Armenian Defense Minister Seyran Ohanyan stressed the importance of expanding self-defense capabilities. In addition, the Secretary of the Security Council of the so-called regime, Vitaly Balasanyan, said that there was no need for Armenian armed groups to give up their weapons, and described them as forces of the so-called regime.

All this shows that Armenia does not want to reconcile with the situation and is preparing for a new armed conflict. However, given the economic and military conditions of Armenia in reality, the political scientist said this could be impossible in the short term. At the same time, he said that the lasting of this critical situation in Armenia would also create serious problems.

"It can be said that if this situation continues, Armenia will again be left out of regional cooperation, which is even more difficult in the current situation. When it comes to armaments, it is extremely difficult. Armenia has suffered huge losses. Their budget for 2021 is slightly larger than last year, about 10%. This does not allow for serious armament. It takes years to return to the previous potential, and years mean up to 10 years and even a couple of decades. It should be noted that Armenia has not yet repaid the loans for weapons purchased from Russia.

Rovshan Ibrahimov thinks that at the moment Russia is not ready to give new loans to Armenia or provide reciprocal military assistance.

"Armenia has lost $ 4 billion in weapons and a lot of manpower. Armenia has officially claimed 3,360 casualties, but that number will increase if we take into account the unidentified bodies. "Armenia's intention to take steps to arm itself and take revenge will put their economy in a more difficult position, and will result in the migration of the country's population abroad."
