In the first day of meeting of the OSCE Council of Foreign affairs ministers, current chairman of OSCE-German Foreign minister Mr. Walter Steinmeier answered question regarding Nagorno Karabakh conflict in the press conference. Editor of Eurasia Dairy Analytical Information Gateway –Mr. Ayaz Mirzayev said that Germany promised to realize some necessary steps in settlement of the conflict, while it was presiding OSCE. However, there has not been any positive result in this matter yet. Mr. Steinmeier acknowledged that solution of the conflict is not an easy task and it is difficult to revive negotiations. However, German Foreign minister’s statement is directed to be in favor of Azerbaijani position that was justified by the International Organizations. Mr. Steinmeier for the first time called the conflict from the Azerbaijani point- Armenia-Azerbaijan Nagorno-Karabakh conflict. The reason behind that title is the fact that Baku wants to indicate the guilt of Armenia in the beginning of this conflict. We introduce you the question and answer.
Eurasia Dairy: Mr. Steinmeier, when Germany reinstated to lead OSCE, you stated that it will be one of the priorities for Berlin to solve Armenia-Azerbaijan Nagorno-Karabakh conflict during its chairmanship. You even reminded that six paragraphs of solution plan were proposed by Germany. Nevertheless, one year passed and there is no any positive step. Why Germany was not able to fulfill its promise? Do you think that the role of OSCE is weak in settlement of the conflict?
Walter Steinmeier: I would not like to accuse anyone inasmuch as conflict is long-term and complicated. This conflict has been affected for years. In April, OSCE encountered serious problems in solution of the conflict. Co-Chairs of the OSCE Minsk Group tried to inhibit tension and resume negations between two sides. It is not easy to solve the conflict and it is difficult to restore negotiations. We call both sides to compromise each other in the settlement of Armenia-Azerbaijan Nagorno-Karabakh conflict. OSCE cannot act against the will of the both sides. OSCE cannot bring peace to region without the will of both sides.
