Swaraj made the remark in an address to the annual Raisina Dialogue conference on Wednesday, where political, economic, scientific and cultural figures of the world, including Iran's Foreign Minister Mohammad- Javad Zarif, were present.
Swaraj said the challenges posed by terrorism in the digital age were so serious for everyone that countering them requires a serious determination of all, because the new situation has paved the ground for more radicalization of terrorism.
She announced that once upon a time, there were only a few countries, including India, that spoke of terrorist threats. Due to the same reason, she added, in 1996 India proposed to the UN a draft of Comprehensive Convention on International Terrorism to bring about justice for all which remained, of course, still at the draft level, because countries to date have not been able to reach a common definition on terrorism.
'Today, tolerance of terrorists, especially those who use terrorist acts as political tools, has so downgraded in the world that nobody can do anything unless taking an innovative approach and having dynamic contribution to combat this sinister phenomenon,' she said.
The 4th Raisina Conference began on Tuesday evening with the speech of the Prime Minister of Norway and will end on Thursday.
More than 2,000 people being members of 600 delegates from 93 countries are present in the meeting, where the lecturers in their speech, delivered within three days of the conference's work, dwell on the challenges posed to Asia and the world in the coming decade and present solutions to them.
