Following the Munich meeting between the President of Azerbaijan and the Prime Minister of Armenia a lot of analysis were published on the media. Many of the analysis and publications were devoted to the insignificant facts of political and historical incompetence of N.Pashinyan. However, the main thing that happened in Munich is practically not commented on - Azerbaijan has changed its position. After numerous provocative statements by the Armenian leader, precisely at the discussion fields of the Munich conference, the President of Azerbaijan stated that the principle of self-determination of peoples and nations is not applicable to the occupied territories!
I think it would be appropriate, if digressed the topic by making a little theoretical thesis...
Modern international law recognises two types of self-determination of peoples and nations:
1. The realisation of the people's right to self-determination, as a rule, through a plebiscite, and the creation of their own independent state.
2. And the so-called internal self-determination of the nation to create its own autonomy within the state.
Throughout the period of the conflict, Azerbaijan declared its position and willingness to provide a high form of self-government within the Republic of Azerbaijan. Moreover, in the conditions when, the Armenian side categorically did not want to consider such an opportunity for the last 216 thousand Azerbaijanis expelled from Armenia .... This approach was reinforced by the support of the world community at the Summit in Lisbon.
However, after Armenia’s refusal of the Madrid principles and statements “Karabakh is Armenia and the full stop ....” and “... we don’t intend to discuss the liberation of any territories ....” It became clear that an attempt in the name of peace to allow the Armenians to create autonomy on the territory of Azerbaijan was rejected.
Therefore, the statement of the President of the Republic of Azerbaijan on the inadmissibility of applying the principle of self-determination of peoples and nations for Armenians in our country should be clearly understood as a response to Pashinyan’s declaration of desire to annex occupied territories of the Republic of Azerbaijan to Armenia.
