Details of the expected peace agreement are explained by a political scientist

Recent developments indicate a significant advancement in bilateral dialogue between Armenia and Azerbaijan, with the initiation of delimitation efforts and the placement of the first border markers. Against this backdrop, President Ilham Aliyev has expressed optimism, suggesting that a peace agreement could be reached by November.

In an interview with Ednews, political scientist Elshan Manafov highlighted the pivotal role of demilitarization in resolving key issues between the two nations. Manafov noted the successful outcome of discussions, citing the return of four villages in the Gazakh region, previously occupied by Armenia, to Azerbaijan as a significant milestone in the demarcation process.

Manafov emphasized that future negotiations will focus on delineating borders along the entire contact line with Armenia. He outlined differing perspectives on historical and territorial claims, with Armenia prioritizing its present borders established post-Alma Ata Agreement, while Azerbaijan stresses its status as the legal successor to the Republics existing in 1918-20.

Despite these complexities, Manafov underscored Azerbaijan's proactive approach, proposing negotiations toward a peace agreement and offering to bolster economic and commercial ties post-agreement, including assistance with Armenia's energy needs. Notably, Azerbaijan distinguishes itself from Western geopolitical maneuvers, affirming Russia's enduring role in the Caucasus region.

President Aliyev's recent remarks during diplomatic engagements with Russia and discussions at ADA University further emphasize Azerbaijan's commitment to regional stability and cooperation.

Manafov concluded that a peace agreement by year-end is feasible if Armenian authorities prioritize their national interests over external influences, thus paving the way for sustained peace and prosperity in the region.

As discussions progress, the international community closely watches for further developments and remains hopeful for a lasting resolution to the Armenia-Azerbaijan conflict.
