Russian Federal Security Service (FSB) Director Alexander Bortnikov underlined on Tuesday that the deadly attack on Crocus City Hall was in the interest of the Western intelligence services and Ukraine in order to "shake up the situation" and "sow panic" in Russia.
Bortnikov stressed that the attack was perpetrated by "Islamist radicals" with the help of Western and Ukraine's intelligence services, and pledged that Moscow will take appropriate measures to respond to the attack.
Kiev previously declined involvement in the attack on the concert hall in the Moscow region, claiming that "Ukraine has never resorted to the use of terrorist methods," insisting that there is "no doubt" that Moscow will use the incident to spread "military propaganda."
