"Armenia can’t use collective security treaty in the settlement of Nagorno-Karabakh conflict" <span class="text-danger">Pasha Mammadov</span>

Chairman of the All-Ukrainian of the Caucasus Peoples Congress,Ambassador of the Royal Society of Azerbaijan to Ukraine Pasha Mammadov talked exclusively to Eurasia Diary regarding last CSTO summit.

According to the results of CSTO’s summit, Yerevan takes a statement reflecting organization’s approaches toward international challenges and threats. Thus, Yerevan summit, even under Armenian presidency, doesn’t raise questions which are painful for both Azerbaijan and Armenia. CSTO partners on Nagorno-Karabakh issue were restrained only with regular protocol definitions by expressing support on agreements that were reached on summits in Vienna and Sankt-Petersburg on Nagorno-Karabakh problem. These agreements expect debarment of escalation of the situation in conflict zone, creation of conditions for furtherance of peace process and completely exclude the possibility of resolving conflict through hostilities. Besides, the statement about border security in the CSTO responsibility zone that was took in Yerevan can’t affect on the Nagorno-Karabakh situation as well, inasmuch as CSTO accept Armenia’s membership only within its national borders that were recognized by UN. Therefore, Armenia can’t use collective security treaty in the settlement of Nagorno-Karabakh conflict. All Armenian manipulations with membership in CSTO to resolve Nagorno-Karabakh problem are groundless. Moreover, at the closed part of summit heads of CSTO’s states had to determine the candidacy of new Secretary General who according to the rotation principles should be Armenian representative. Despite the candidacy of the head of Armenian Security Council Yuri Khatchaturov was considered in Yerevan, the issue was removed from the agenda and restrained by promises to decide till the end of the year.

The creation of Crisis Response Center was the only significant decision adopted on CSTO summit in Yerevan. CSTO isn’t recognized as powerful alliance on international arena especially from the USA and NATO’s sides. CSTO itself has not formulated clear priorities to reach more serious level on a global scale. Obviously, CSTO in comparison with NATO is just one player and it’s Russia. Nowadays, Russia concerned more substantial issues than Nagorno-Karabakh conflict. Russia intends to desperately antagonize to US and NATO’s plans on unilateral deployment of missile defense system and stuck in Syrian situation. However, even if leaders of CSTO’s member-states made some statements on Nagorno-Karabakh conflict, they unlikely were going to make crucial changes in current situation due to the fact that Kremlin, before the summit,, when have already noted that “the reason for special optimism in the settlement of this question is not visible”.
