Osama Bin Javid, a special correspondent for Al-Jazeera TV channel, was in Karabakh.
Ednews reports with reference to Al-Jazeera that Al-Jazeera's special correspondent also spoke with ethnic Armenians who have not yet left Karabakh.
"I have Azerbaijani friends who tell me I shouldn't leave so I am staying here."
Marco Succi, ICRC Rapid Development Team, told Al Jazeera that due to the arrival of winter, there is a need for electricity and gas, which should be taken into account:
"If you asked me about the immediate needs, it's certainly to consider power gas for the winter coming and water. Now for the outskirts and the other regions for sure we have been here for decades and we look forward to working with the Azerbaijani authorities, we have actually always been in contact with them."
Osama Bin Javaid reports and talks to Aykhan Hajizada, Spokesperson of the Ministry of Foreign Affairs of Azerbaijan:
"As you know for the last 30 years Azerbaijan has suffered from occupation devastation and around 1 million Azerbaijani population have become refugees and IDPs and left this region with devastation and suffering now as a result of the 24-hour anti-terrorism measures taken by Azerbaijan. Azerbaijan has finally restored its sovereignty over the territories formerly called Nagorno Garabagh now is Garabagh region of Azerbaijan. We witnessed the relocation of certain populations of Armenians from the region but I would like to note that around 30 years ago Azerbaijan left this region that suffered the devastation and casualties of a lot of massacres and atrocities committed against Azerbaijanis. Now Azerbaijan has called to Armenian population to come back we are ready to embrace the Armenian population. Yes, some portion of the Armenian population is still in Khankendi town and other towns Azerbaijan has taken sovereignty over and Azerbaijan has issued a call against the Armenian population to come and reintegrate into the Azerbaijani society in line with the Constitution and legislation of the Republic of Azerbaijan."
A. Hajizade also noted that for decades Azerbaijani and Armenians have lived side by side:
"Azerbaijan is a multiethnic country where a lot of ethnicities are living inside Azerbaijan. Around 30,000 Armenians during the conflict time lived in Azerbaijan and now living in Azerbaijan and we believe that reintegration and reconciliation are possible. For that Azerbaijan has launched dialogue with representatives of Armenia. So far three meetings have been held between the local Armenians and Azerbaijan's Central authorities and Azerbaijan launched a program of reintegration that covers the governance sector the economy sector the social sector we believe that Armenians should be a part of this reintegration process and within this particular plan within the governance plan within the social economic plan Azerbaijan is providing will provide to the local Armenians loans and social benefits to the local Armenians to leave side by side with the Azerbaijanis. In this particular region, we believe that after that peace and stability would prevail in the region."
"As I've mentioned Azerbaijanis left this region almost 30 years ago. Currently, Azerbaijan has launched an enormous campaign of reconstruction and rebuilding of the region and there are multiple projects. I would like to mention two International airports that have been established in Zangilan and the Fuzuli town of Azerbaijan. There is a building at Lachin International Airport. There are huge projects currently ongoing in the region and we believe that despite the fact that the landmine threat is still on the ground Azerbaijan is taking a lot of measures in order for the local population of Azerbaijan and Armenians to return to leave", - Aykhan Hajizade concluded.
