The inception of Azerbaijan's national security apparatus dates back to March 28, 1919, with the establishment of an intelligence and counter-intelligence department under the General Staff of the Ministry of Defense. Initially led by Mammadbagir Sheykhzamanli, the organization underwent several transformations during the Soviet era, eventually culminating in the formation of the State Security Committee.
