European Union High Representative for Foreign Affairs and Security Policy Josep Borrell told the press on Tuesday that Moscow uses "hunger as a weapon."
The remark came after the Black Sea Grain Initiative officially halted yesterday because Russia said its demands had not been met. According to Borrell, the halting of the grain deal "means that hundreds of thousands of people around the world will be deprived of basic food."
Borrell suggested that this step on the part of Moscow deserves action at the level of the UN General Assembly. "We cannot sit back and complain," he added.
