Deputy Foreign Minister Sergei Ryabkov said Friday that Moscow is unwilling to hold a dialogue on arms control under US conditions.
"I would like to say that on the basis that the Americans are now proposing, we are not ready to conduct this dialogue and will not because they ignore several key points in this whole configuration," Ryabkov told a press conference.
On the other hand, Ryabkov added that the Russian Federation had not received any letter from the US on the start of arms control negotiations. "We do not have the feeling that our Western colleagues are ready for a serious conversation," he said.
