The Azerbaijani Parliament has adopted in the final reading the improvement of existing requirements for the provision of services and performance of work by NGOs.
EDnews reports that amendments to the "Bill on Non-Governmental Organizations (Public Associations and Foundations)" and "Bill on Combating the Legalization of Criminally Obtained Property and Financing of Terrorism" were discussed at today's parliamentary session.
It was noted that according to current requirements, the provision of services and performance of work by a non-governmental organization as provided for in Article 24.0.3 of the current bill (proceeds from the sale of goods, provision of services, performance of work) is carried out on a contractual basis, and contracts for the provision of services or performance of work funded by foreign financial sources are registered with the relevant executive authority.
According to the proposed new amendment, banking operations and any other operations arising from contracts for the provision of services or performance of works at the expense of unregistered foreign financial sources are restricted, which, as noted above, aims to ensure transparency in the listed services.
It was also noted that providing services or performing works under an unregistered contract for the provision of services or performance of works at the expense of foreign financial sources, or receiving financial funds and/or) funds in another material form in connection with this, entails appropriate administrative liability.
After discussions, the bill was put to a vote and adopted in the third reading.
