"Legal measures should be taken against Armenia's provocations" Konul Nurullayeva

At a time period when the initial text of the peace agreement was to be prepared, on September 12, Armenia started large-scale provocation in the direction of Lachin, Kalbajar and Zangilan districts of the Azerbaijan-Armenia border. 
 
According to Ednews, for a long time, Armenia has been campaigning against Azerbaijan in the international world, disrupting peace talks, communications' opening, as well as all initiatives put forward for ensuring security in the region. Despite the fact that almost 2 years have passed since the end of the war, this country still does not implement the provisions of the Tripartite Declaration signed on November 10, 2020. The tension that started with the latest large-scale provocation is the result of revanchist politics, an attempt to change the existing situation in their favor. First of all, it is a crime. As a result of the provocation, our servicemen were martyred, military and civil infrastructure was damaged. At the same time, civilians performing their duties were also injured. Thus, as a result of the firing by the units of the Armenian Armed Forces, Musayev Asim Isa oghlu, a resident of Bozlu village of Kalbajar district born in 1975 living in Veyisli village of Goranboy district, and Orujov Arzuman Iman oghlu, a resident of Aghdaban village of Kalbajar district born in 1984 living in Garachinar village of Goranboy district, - who engaged in animal husbandry in the territory of Kalbajar district - were injured.
 
This time, Armenia could not hide its terrorist nature and targeted civilians. The sabotage groups of the Armenian Armed Forces used the mountainous relief of the area and the existing ravines in different directions, especially in the dark weather conditions, and brought a new danger to the region by mining the territories of Azerbaijan, such as the supply roads and the places where extensive restoration and construction works were carried out. This is a crime that will kill hundreds of people. It is no coincidence that in the last 30 years, 3190 citizens of Azerbaijan, including 355 children and 38 women, have become victims of landmines. The most terrible thing is that after the end of the war, during the peace process from November 2020 to September 2022, 242 people have become victims of landmines.  Moreover, it was discovered that these mines were manufactured in 2021. That is, Armenia not only does not fulfill the obligations it took on humanitarian issues at the table of peace negotiations, but also increases the scale of war crimes. It seems that Armenia is not interested in communications' opening and transport routes, opposing the peace agenda.  This shows that the official Yerevan is not interested in the peace process as a whole.
 
It is no coincidence that during the Second Karabakh War and in the post-conflict period, the rights of hundreds of people were violated by the Armenian Armed Forces.  Civilians and civilian settlements are deliberately targeted by the Armenian Armed Forces, human rights and freedoms are grossly violated, and this process continues today on the background of landmine terrorism. During the war, the ombudsmen of some countries visited our country for the purpose of on-site investigation of human rights violations committed by Armenia, and then, as a result of the investigation, prepared a justified report and informed the world community.
 
With these behaviors, Armenia shows ethnic hatred and hostility towards Azerbaijan, contrary to norms of international humanitarian law. The main intention of Armenia, which polluted the internationally recognized territories of Azerbaijan with mines, is to prevent the extensive reconstruction works carried out in the liberated territories and the return of the former IDPs to their native lands.  These provocative acts of Armenia should be strongly condemned by the international community.  Legal measures should be taken against provocations that result in the death of innocent people and are a serious threat to peace in the region.
