Moscow is sending a signal to Irevan to express its dissatisfaction with the persecution of its agents in Armenia.
EDNews.net reports that the statement came from Paul Goble, a former CIA analyst and former adviser to the US Secretary of State.
According to him, Irevan is trying to sweeten this bitter pill in some way so that it does not look ridiculous in the eyes of its people.
He said that Irevan did not risk an open confrontation with Moscow:
"The Kremlin is playing a multiplayer game here. If Russia wants to control Georgia and Azerbaijan, it cannot leave Armenia.
Goble said that Russia does not currently have a clear strategy for the South Caucasus and that Moscow is acting only tactically.
"It is not in anyone's interest to expect development in Karabakh. Gas, nuclear power plants, railways are all designed to keep Armenia lifeless. Russia's grip on Armenia is stronger than Armenians can realise."
