Third stage of the completely returning of Nagorno-Karabakh to Azerbaijan begins - Russian expert

"The trilateral meeting in Moscow at the initiative of Russian President Vladimir Putin can be considered successfully. The main result of this meeting is the agreement among the parties on the establishment of a working group at the level of deputy prime ministers,” Director of the Russian Institute for Political Studies, well-known political scientist Sergei Markov told in an interview with with APA News Agency. 

According to him, the establishment of new communication and transport links in the region, the restoration of old communications is already underway: “It means that a road which will connect Azerbaijan and Nakhchivan, then Turkey will be built in the near future. This road will significantly increase the economic potential of Azerbaijan. Moreover, the road, that will connect Armenia and Russia passing through Azerbaijani territory, will be built. This will significantly reduce Armenia's dependence on Georgia for land relations with Russia. At the same time, other roads, that will connect Baku and other cities with Khankendi, will be built. It means that official Baku is already entering the third stage of the complete return of Nagorno-Karabakh to Azerbaijan. In the first stage, Azerbaijan has liberated 40% of its territories from Armenian occupation as a result of the fierce war. In the second stage, Azerbaijan has already returned 30 percent of its territory without conducting military operations under the pressure of its victorious army in political and diplomatic negotiations. Currently, 30 percent of the territory is out of Azerbaijan's control. Azerbaijan will return these lands not by military means, not even by political-diplomatic ways, but by economic means, through the gradual integration of Nagorno-Karabakh into Azerbaijan. Baku will solve other problems by ensuring the integration of the Armenian people of Karabakh into the Azerbaijani community, economy, and state system. In this case, the issue of improving relations between the Azerbaijani and Armenian peoples arises. For this reason, the information and propaganda  war, that continues more than 30 years between the two peoples, must be gradually eliminated.”
