Philippine President Ferdinand Marcos has stated that the unusually high levels of rainfall have hindered the effectiveness of rescue operations. While the rescue efforts are still ongoing, it has been confirmed that over 120 people have died, and dozens of residents are missing. It is noted that more than 4.2 million people live in the storm's path.
