On September 27, Armenian forces initiated a large-scale attack on Azerbaijani army positions, prompting an effective counter-offensive. Throughout October 2020, Armenia targeted Azerbaijani cities including Ganja, Mingachevir, Khizi, and Absheron with missile attacks. On October 28, 2020, Armenia fired Smerch rockets into Barda, killing 21, injuring 70, and causing infrastructure damage. These missiles contained cluster warheads, violating international humanitarian law.
Cluster munitions, internationally banned, cause indiscriminate suffering and are responsible for civilian casualties.
