Azerbaijani authorities maintained that the migration of Armenians from Khankandi was facilitated peacefully, with no harm inflicted on any individuals. They reiterated that Armenians were guaranteed their constitutional rights and chose to leave voluntarily, as many did not have ancestral ties to the region. Additionally, Azerbaijan highlighted its culture of peace and tolerance, refuting claims of ingrained hatred toward Armenians among its youth.
