Garabagh University is established in Khankendi.

Ednews informs that President Ilham Aliyev has signed an Order in this regard.

It is stated in the order that in accordance with the "I State Program on the Great Return to the territories liberated from occupation of the Republic of Azerbaijan" approved by the Decree of the President of the Republic of Azerbaijan dated November 16, 2022 No. 3587, the reconstruction, sustainable development of the territories liberated from occupation and those large-scale reconstruction works are carried out to ensure a high standard of living in the areas.

The modern approaches intended for the realization of the goals set in the direction of the sustainable settlement of the population and the reintegration of the territories into economic activity, including the application of advanced standards, high technologies and the appropriate development of each region in the field of specialization, require the involvement of highly qualified personnel.

The tradition of higher education has historically existed in the Garabagh region. The first higher education institution was established here in 1969 as a branch of the Azerbaijan Pedagogical Institute, it operated as a higher education institution from 1973 to 1988, and it stopped operating during the occupation of our territories.

The economic potential of the territories freed from occupation, the reconstruction and construction works, as well as the demands of the labor market, have created the need to organize a higher education institution that trains highly qualified personnel in the region.

According to the order, in order to meet the demand for highly qualified personnel in accordance with the socio-economic needs of the region and to preserve the historically existing educational traditions, a public legal entity "Garabagh University" is established under the Ministry of Science and Education of the Republic of Azerbaijan on the basis of the higher educational institution located in the city of Khankendi.

The Cabinet of Ministers approves the university's charter within two months and informs the President of the Republic of Azerbaijan about it, takes necessary measures related to the financing of the university's activities, resolves the issues of providing the university with a plot of land, teaching and dormitory buildings, a sports field and other infrastructure facilities in the city of Khankendi, from the Order assigned to solve other issues that arise.
