IEPF Statement on the Resolution of the Lower House of the Swiss Parliament on “Nagorno-Karabakh: Peace Forum”

The International Eurasia Press Fund (IEPF), an organization dedicated to fostering peace, expresses its deep concern over the recent motion presented at the National Council of the Swiss Parliament on December 17, 2024. The motion, which calls for convening an international peace forum on the so-called ‘Nagorno-Karabakh conflict’ and facilitating the repatriation of Armenian residents who voluntarily left the region, raises significant issues that require careful analysis.

This approach, unfortunately, does not serve the cause of peace but rather risks aggravating and prolonging tensions. It reflects a one-sided perspective that undermines efforts toward reconciliation and mutual understanding.

Following the resolution of the conflict in 2023, Azerbaijan's territorial integrity was fully restored, and the Karabakh region was successfully liberated from occupation. This outcome has been recognized by the international community, including the United Nations and other global institutions.

Proposals to organize forums based on misleading narratives threaten the hard-earned progress toward sustainable peace and stability in the South Caucasus. It is imperative to address these matters with respect for Azerbaijan’s sovereignty and adherence to the principles of international law.

We observe with concern a significant lack of awareness in certain circles regarding the realities of the region. Many overlook the devastating destruction of Karabakh during its occupation, as well as the severe hardships endured by over a million Azerbaijani refugees and internally displaced persons over the past three decades. The atrocities and massacres, such as those in Khojaly, Garadaghly, and Agdaban—well-documented through photographic and video evidence—are often disregarded. Meanwhile, disproportionate attention is given to controversial historical narratives, such as the events of 1915. This selective focus not only disregards the legitimate voices of countless victims but also distorts the region's historical context. These observations highlight the pressing need for genuine and comprehensive reconciliation efforts.

Such motions and statements fail to resolve issues, improve relations, or de-escalate tensions. Instead, they risk inflaming existing divisions. For three decades, Azerbaijan has sought justice and peace, enduring great sacrifices in pursuit of these goals.

The IEPF reaffirms its unwavering commitment to promoting peacebuilding initiatives and fostering constructive dialogue among nations and communities. We urge Switzerland, a country renowned for its tradition of neutrality and mediation, to ensure that its actions contribute meaningfully to lasting peace, rather than perpetuating misunderstandings or fostering tension in the region.
