Head of the Chechen Republic Ramzan Kadyrov offered during a meeting of security forces in Grozny to release captured soldiers of the Ukrainian Armed Forces in exchange for the lifting of sanctions against his family members.
Scott Ritter, a former United States intelligence officer and UN weapons inspector in Iraq was also there during this meeting, and Kadyrov gave him a list of prisoners that were taken in Donetsk and Luhansk.
Ritter was also shown a video of the captured Ukrainians, where the captives talk about an offer to release 20 prisoners on condition that sanctions are lifted on Kadyrov's family and loved ones.
